Hot weather doesn’t always equal evidence of climate change, but the puzzle is almost complete

TVA sets record power day for June as region swelters and common sense degrades

KNOXVILLE — City residents this week joined scores of others around the world — from the Southwest United States to the Indian subcontinent — sweltering through late spring with eyes toward a summer that portends to be very hot.

Whether directly attributed to climate change or not, the heat waves are causing untold misery in locations across the Northern Hemisphere, straining power grids to the brink and causing a sharp rise in heat-related illnesses. 

Knoxville Utilities Board asked this week that consumers curtail their electricity use by setting their thermostats a little higher and holding off until night on energy-sucking tasks like doing laundry or running the dishwasher. That request was met in many cases with derision and unsubstantiated claims that charging electric vehicles had overburdened energy infrastructure.

So exactly how hot is it in East Tennessee and how bad is it going to get?

Although only mid-June, the temperature at McGhee-Tyson Airport crept up to 96 degrees with a heat index of 103 on Wednesday. The previous day saw a high of 94 with a heat index of 106, according to the National Weather Service. Highs temperatures on Thursday were projected to reach 97 with heat index values as high as 107. At 3 p.m. Thursday, temperatures at the airport had reached 97 degrees with a heat index of at least 100 degrees with the true heat of the day soon to come.

The good news — at least for the short term — is that a cold front is expected to blow into the area tomorrow, bringing with it the possibility of storms and a brief break from the heat. Then we ramp up well into the 90s next week.

“That’s what’s at stake”

Such temperatures aren’t at all unprecedented, according to meteorologist Anthony Cavallucci of the NWS station in Morristown. 

“The weather across much of the eastern U.S. has been experiencing dangerous heat with heat index values exceeding 105 degrees. Heat is the number one weather-related killer,” Cavallucci explained Wednesday.

“The heat has been caused by a ridge of high pressure aloft acting as a ‘block’ for storm systems to move into our area. The combination of high pressure, mostly sunny conditions, higher humidity due to southerly winds, and lack of cool air making its way into our area is causing the dangerous heat. Thankfully, the daytime temperatures will ‘cool’ over the weekend. Unfortunately, we will experience more hot temperatures next week as the ridge builds again over the same areas as this week,” he said. 

While climate scientists acknowledge the prolonged heat waves pummeling the Indian subcontinent this month — where high temperatures have ranged from 108 to 120 in recent weeks — local officials say it’s not so easy to conclude the weather in the Eastern U.S. is directly attributable to global trends. 

“I am not familiar with any research connecting this heat wave with climate change,” said Cavallucci. “Past records going back to 1871 for Knoxville show June temperatures exceeding 92 degrees 18 times in 1952, 1943, and 1936. In 2011, there were 8 days that exceeded 92 degrees. Heat index values are not recorded in our climate data records. 

“In other words, there have been other Junes in Knoxville that have been hotter than the current heat we’re experiencing. Although, we aren’t finished with the month of June! So far, we’ve only exceeded 92 degrees twice this month.”

Chris Carnevale, climate advocacy director at the Southern Alliance for Clean Energy, said that while the blazing temperatures pummeling Knoxville might not be directly traced at this point to human-driven climate change, the overall picture is becoming clear. 

“Experts have documented increasing heat waves because of a warming climate caused by burning fossil fuels, and they project the warming will continue,” he said.

Knoxville generally averages a single day each year with a heat index of 105 or above, he said, citing a 2019 study from the Union of Concerned Scientists. By the late 21st century, however, the area could see as many as 56 days per year with 105 index values if major changes in energy policy aren’t implemented. Even if they are put in place, the number of days with a 105 heat index will likely grow to 13 days annually.

“That’s what’s at stake here,” Carnevale said.

TVA says it’s ready

Jim Hopson, spokesman for the Tennessee Valley Authority (TVA) said the utility was prepared for the current heat wave.

“Obviously, Mother Nature is fully in charge of the weather, but TVA and local power companies plan for periods of high demand, even ones that occur a bit earlier than normal,” Hopson said.

“We start by continually investing in upgrading our existing generation and transmission resources, as well as creating new ones. Our teams perform extensive preventative maintenance on our generating assets during lower power demand periods — typically in the spring and fall — so we can have confidence that they will perform as designed when we need them the most,” he said.

“Those efforts make us confident in the reliability and resiliency of our public power system, which has been 99.999% reliable for 21 consecutive years — among the best performance in the nation.

This Monday, June 13, we successfully supplied a peak load of 31,311 megawatts — the highest load ever seen in the month of June in our service area,” he said. 

“Of course, we know that individuals may be concerned about the impact of the heat and high power demand on their future power bills. We encourage them to join TVA and local power companies (we pay power bills, too) by taking a few simple steps to help reduce their power use, especially during the peak demand period from 2 p.m. until 6 p.m.”

Hopson suggested setting thermostats up just one degree and using fans to circulate air, closing windows on the sun-facing side of buildings, and avoiding the use of appliances like ovens, dishwashers and clothes dryers until the sun goes down and temperatures drop.

    EPA will be taking comments on these proposals for 60 days after publication in the Federal Register.

    Thousands of senior Americans took to the streets in March in 30 states to demand that the country’s major banks divest from fossil fuels.

    This “rocking chair rebellion” — organized by Third Act, a fast-growing climate action group focused on older Americans — shows that Baby Boomers are becoming a new force in the climate movement.

    Third Act cofounder Bill McKibben, who joined a Washington, D.C., protest, says it’s unfair to put all the weight of climate activism on the shoulders of young people. It’s time for older Americans to take a central role.

    “Young people don’t have the structural power necessary to make changes,” McKibben tells The Revelator. “But old people do. There are 70 million Americans over the age of 60. Many of us vote, we’re politically engaged, and have a lot of financial resources. So if you want to press either the political system or the financial system, older people are a useful group to have.”

    KNOXVILLE — Volunteer registration is open for the 34th Ijams River Rescue on Saturday, April 15, from 10 a.m. to 1 p.m. A severe weather date is set for Saturday, April 22.

    Ijams Nature Center’s annual event removes tons of trash and tires from sites along the Tennessee River and its creek tributaries. Sites are typically located in Knox, Anderson, Blount and Loudon counties.

    “During this cleanup, between 500-1,000 volunteers come together to make a tangible, positive difference in their community,” Ijams Development Director Cindy Hassil said. “It’s eye-opening to participate because you really get to see what ends up in our waterways. Hopefully it makes people more aware of how they dispose of trash and recyclables, and inspires them to look for ways to reduce the amount of waste they create.”

    There are cleanup sites on land, along the shoreline (boots/waders recommended) and on the water (personal kayaks/canoes required).

    Volunteers will receive a free T-shirt featuring a great blue heron designed by Stephen Lyn Bales. This year’s event shirt, created by Allmade®, uses an average of six recycled water bottles for 50 percent of its content. The remainder is 25 percent organic cotton and 25% modal.

    Potential volunteers can learn more and sign up for a site at Ijams.org/ijams-river-rescue. Slots fill on a first-come, first-served basis and typically book quickly. The deadline to register is April 1, or until all slots have been filled.

    Groups from scout troops, churches and other organizations may sign up to do a particular site together. All members of a group must register individually to complete a waiver and provide personal contact information should Ijams need to communicate with all volunteers at a particular site. 

    Site captains will be stationed at each site. Bags, gloves and other supplies will be provided.

    The 34th annual Ijams River Rescue is made possible by Tennessee Valley Authority, Allmade, City of Knoxville Stormwater Engineering, Dow, Nothing Too Fancy, Dominion Group, Tennessee Wildlife Resources Agency, Vulcan Materials Company, Commercial Metals Company, Knoxville TVA Employees Credit Union, Old Sevier District, Tailwater Properties, and Waste Connections of Tennessee. Other supporters include CAC AmeriCorps, Responsible Stewardship, Thompson Engineering’s Thompson Foundation, and Water Quality Forum.

    Responsible Stewardship also will be conducting a multi-site cleanup of Watts Bar Lake in Roane, Rhea and Meigs counties on April 15.

    GAO report concludes TVA is flat-footed on climate-change risks to infrastructure

    WASHINGTON — Extreme weather patterns have sparked several improvements to the climate resiliency of Tennessee Valley Authority electrical infrastructure over the past two decades. 

    A report from a government watchdog, however, found the huge utility still has work to do in mitigating climate hazards to the regional power grid. (Bitter cold around Christmas led TVA to implement rolling blackouts).

    “TVA has taken several steps to manage climate-related risks,” the Jan. 30 report from the Government Accountability Office said. “However, TVA has not conducted an inventory of assets and operations vulnerable to climate change, or developed a resilience plan that identifies and prioritizes resilience measures to address specific risks.” 

    One issue: The Southeast has experienced a period of accelerated warming since the 1960s. Among cities in the region, 61 percent are experiencing worsening heat waves, a percentage greater than anywhere else in the country, according to the GAO. 

    The report came in response to a five-part joint request for information on the climate resiliency of U.S. infrastructure, from U.S. Senate Energy and Natural Resources Committee Chair Joe Manchin III of West Virginia and Environment and Public Works Committee Chair Tom Carper of Delaware. The two Democrats sent their request to the GAO on May 13, 2019.

    TVA solicits public input following release of environmental assessment for Bull Run Fossil Plant decommission

    CLAXTON — Tennessee Valley Authority plans to close its Bull Run Fossil Plant (BRF) in Anderson County, but it’s still looking for public input on what comes next.

    “As a large, inflexible coal unit with medium operating costs and a high forced outage rate, BRF does not fit current and likely future portfolio needs,” the federal utility said in a draft Environmental Assessment.

    TVA is looking at three different options for the future of the structures still standing on the site by the Clinch River near Oak Ridge: taking down all structures; taking down some of them; or leaving everything standing. A recent report lays out the environmental consequences of each of these actions. The report, in draft form, is against that third choice, listing it as only an option for the sake of comparison.

    “If the facility is left in the “as-is” condition, it likely would present a higher risk than Alternatives A or B for the potential to contaminate soil and groundwater as systems and structures degrade. As such, this alternative is not a reasonable alternative,” the draft states.

    TVA stated its considering removing “all or most of the buildings and structures” on a 250-acre area. After closing the plant, but before any demolitions, TVA will begin by removing components that may be used at other TVA sites, draining of oil and fluids from equipment, taking ash out of the boilers, removing information technology assets, removing plant records and other tasks.

    The Bull Run Environmental Assessment is 170 pages long and available for public review. It doesn’t directly tackle the coal ash storage conundrum that has grabbed the attention of politicians, nearby residents and environmental activists, because that issue involves separate regulations.

    If we needed more motivation to save our ailing rivers, it could come with the findings of a recent study that determined the biodiversity crisis is most acute in freshwater ecosystems, which thread the Southern landscape like crucial veins and arteries.

    Rivers, lakes and inland wetlands cover 1 percent of the Earth but provide homes for 10 percent of all its species, including one-third of all vertebrates. And many of those species are imperiled — some 27 percent of the nearly 30,000 freshwater species so far assessed by the IUCN Red List. This includes nearly one-third of all freshwater fish.

    How did things get so bad? For some species it’s a single action — like building a dam. But for most, it’s a confluence of factors — an accumulation of harm — that builds for years or decades.

    FORT MYERS BEACH — When Hurricane Ian hit Florida and killed at least 100 people, it was one of the United States’s most powerful hurricanes on record, and it followed a two-week string of massive, devastating storms around the world.

    A few days earlier in the Philippines, Typhoon Noru gave new meaning to rapid intensification when it blew up from a tropical storm with 50 mph winds to a Category 5 monster with 155 mph winds the next day. Hurricane Fiona flooded Puerto Rico, then became Canada’s most intense storm on record. Typhoon Merbok gained strength over a warm Pacific Ocean and tore up over 1,000 miles of the Alaska coast.
