Public/private grants will fund natural resource preservation and enhancement in East Tennessee

OAK RIDGE — The U.S. Department of Energy signed a $42 million agreement as part of the Natural Resources Damage Assessment and Restoration (NRDAR) process for impacts from its historic operations on the Oak Ridge Reservation. 

Contamination released from the Oak Ridge Reservation negatively impacted natural resources and services depending on those resources in the region. The goal of the NRDAR process is to restore natural resources and replace natural resource services equivalent to what was lost. 

A trustee council comprised of representatives from the state of Tennessee through the Tennessee Department of Environment and Conservation (TDEC) as the lead state agency, U.S. Fish and Wildlife Service, Tennessee Valley Authority and DOE evaluated how natural resources were injured and developed a Restoration and Compensation Determination Plan. That document was finalized in December 2022 after accepting public comments.

All funds from the $42 million agreement will be deposited into an account held by the state to fund grants to organizations and public entities for a wide range of local projects that either enhance the area’s natural resources or provide nature and recreational opportunities.

City says it presently has little idea how to cover potential cost overruns and the public liability behind proposed Oak Ridge airport

OAK RIDGE — Opponents of a plan to build a 323-acre general aviation airport near the site of the former K-25 facility on the western side of the Oak Ridge Reservation have voiced ample environmental concerns, but many also have economic-related questions about the $55 million project originally priced in 2016.

Meanwhile, UT-Battelle, which manages Oak Ridge National Laboratory, provided a statement fully endorsing the project, while the National Park Service said it would closely review the proposed airport’s effect on components of the Manhattan Project National Historical Park.

“The planned airport project at the East Tennessee Technology Park is an essential component in the future economic growth of the region and an important feature for potential business development. Many businesses or projects that could be positively impacted by the construction of the airport have ongoing research partnerships with Oak Ridge National Laboratory, which is managed for the US Department of Energy by UT-Battelle, LLC,” according to a statement from UT-Battelle.

In perhaps a bit of contrast, the National Park Service said it would investigate the potential impact of the proposed airport on national park assets, including a visitors center and interpretive facilities centered around the K-25 site in question.

“The National Park Service has a responsibility to ensure protection of cultural resources significant at the local, state, and national levels. Resource impacts should be considered in their cultural contexts and managed in light of their values. The NPS is reviewing the document to better understand effects and impacts of the proposal,” according to a statement from Niki Stephanie Nicholas, the site manager for the Manhattan Project National Historical Site.

That statement was issued Monday. A full public hearing on the proposal will commence at 6 p.m. today (Aug. 8) at the DoubleTree Hotel on Illinois Avenue in Oak Ridge.

While Advocates for the Oak Ridge Reservation (AFORR) has warned of ecological damage to wetlands, woodlands and wildlife in the current proposed airport footprint (and some plans call for the rerouting of Oak Ridge Turnpike adjacent to the site), another citizen group feels the project will lead to another city boondoggle propped up by taxpayers.

Grants from the Department of Energy, Tennessee Department of Transportation, Appalachian Regional Commission, and other external sources will fund construction of the 5,000-foot runway, apron, and hangars planned for the Heritage Center in west Oak Ridge. Half of the stated cost would go toward extensive grading work that would erase wetlands and fill a remediated pond on the property that is adored by birdwatchers. Several concepts also call for the rerouting of the western end of Oak Ridge Turnpike.

The City of Oak Ridge would be fiscally obligated by contract with the Federal Aviation Administration to keep the airport fully operational for a minimum of 20 years upon accepting federal grant funding for its construction. There also would be a risk of potentially very high liability cost in case of an accident, should the City be found negligent in fulfilling its obligations.

Desperate necessity or boondoggle in the making?

OAK RIDGE — The City of Oak Ridge will conduct a public hearing at the Double Tree Hotel, August 8, 2023 from 6 to 8 P.M. EDT on the Oak Ridge Airport Environmental Assessment, as required by the National Environmental Policy Act (NEPA).

The Foundation for Global Sustainability (FGS) believes that a full environmental impact statement would be required under NEPA if the City of Oak Ridge wants to use Federal funding to build an airport here. The provided Environmental Assessment is mistaken in declaring that the project will have “no significant impact.”

Comments submitted to the Federal Aviation Administration by Advocates for the Oak Ridge Reservation

AFORR recognizes general aviation (GA) airports are a big part of the US national economy and understands that they can be justified for a local economy. However, in the specific instance of a proposed GA airport in Oak Ridge, we believe there are no compelling merits, needs, or justifications for such an airport. The following points support our position that the development of an Oak Ridge airport is not warranted or needed.

— There is no defensible need for the airport. Oak Ridge has convenient access to three modern airports serving general aviation — DKX, RKW, & TYS. The proposed airport location in Oak Ridge does not meet one of the key FAA entry criteria for a new GA airport. It is a 25-minute ground travel time from the proposed Oak Ridge airport site to the Rockwood Municipal Airport (RKW). FAA Order5090.3C Chapter 2 Entry Criteria requires a new GA airport to be 30 minutes or more average ground travel time from the nearest airport under the National Plan of Integrated Airport Systems.

Editor’s note: As reported in Hellbender Press, the Department of Energy’s Oak Ridge Office of Environmental Management (OREM) was reprimanded by the Southern Environmental Law Center for neglecting its duty to follow guidelines and proper procedures mandated by the National Environmental Policy Act (NEPA). Of immediate concern was OREM’s pretext and information — or specifically lack of pertinent information — released ahead of the public meeting on May 17, 2022 about its project for a new “Environmental Management Disposal Facility” (EMDF).

With regard to NEPA compliance, Oak Ridge Operations has been the black sheep in DOE’s stable because it never prepared the required site-wide environmental impact statement (EIS) for the Oak Ridge Reservation (ORR). At said public meeting, Virginia Dale, Corporate Fellow Emeritus of Oak Ridge National Laboratory, commented on another tangent of shortcomings — not spelled out by Federal law — but matters of common sense, competent decision making and good community spirit.

Public can comment in person Tuesday night in Oak Ridge on proposed DOE waste dump

OAK RIDGE — The Southern Environmental Law Center blistered the Department of Energy in a letter ahead of a May 17 hearing on construction of a toxic-waste landfill that opponents said poses contamination threats to portions of the Clinch River watershed and downstream TVA reservoirs.

The Department of Energy wants to bury contaminated debris from demolition of Manhattan Project-era complexes and associated legacy toxins from the Oak Ridge Reservation. The drawn-out debate about how best to safely store the materials now focuses on the transparency of the decision process and the health of the Bear Creek watershed and downstream pollution threats to the Clinch River.

KNOXVILLE — Bryce Wade scours the nature trail, turning over rocks and logs. On this overcast day at Ijams Nature Center, he searches beneath the leaves on the ground for one creature: salamanders.

Underneath the rocks, logs and leaves, salamanders populate the cool, moist earth, avoiding the sun whenever they can. Wade is looking for a particular type: a winter species informally called the Southern zigzag salamander (Plethodon ventralis).

ORNL research lands are an international ecological benchmark and diverse wonderland of trees, plants, mammals, reptiles and amphibians

The Department of Energy’s Oak Ridge National Laboratory (ORNL) is a hub for world-class science. The nearly 33,000-acre space surrounding the lab is less known, but also unique. The Oak Ridge Reservation (ORR) is a key hotspot for biodiversity in the Southeast and is home to more than 1,500 species of plants and animals.

At the intersection of Anderson and Roane counties is an important subset of the reservation — the Oak Ridge National Environmental Research Park, or NERP — a 20,000-acre ORNL research facility that has been internationally recognized by UNESCO as an official biosphere reserve unit.

“The National Environmental Research Park is a living laboratory and a major resource for conducting ecological studies,” said Evin Carter, an ORNL wildlife ecologist and director of the Southern Appalachian Man and the Biosphere Program, or SAMAB. The NERP has been a core part of SAMAB, which has focused on sustainable economic development and conserving biodiversity in Southern Appalachia since 1989.

With ORNL researchers and scientists from government agencies and academia using the NERP for diverse experiments each year, the park lives up to its status as a living laboratory.

It also lives up to its reputation as a biodiversity hotspot. As one of seven DOE-established environmental research parks reflecting North America’s major ecoregions, it represents the Eastern Deciduous Forest. The NERP comprises parts of this ecoregion that have been identified repeatedly as priorities for global biodiversity conservation, Carter said.

This designation means more than ever as climate change alters ecosystems and biodiversity declines worldwide. According to a landmark international report, on Biodiversity and Ecosystem Services, around one million plant and animal species are currently threatened with extinction.

Oak Ridger: Landfill moves ahead, for now, for DOE demolition debris in Oak Ridge

Hellbender Press contributor Ben Pounds has a great piece in the Oak Ridger about a long dispute over a plan to bury low-level nuclear onsite in a greenfield on Department of Energy property in Oak Ridge. Over the years, many such contaminated materials were typically transported to off-site storage points, namely the western U.S.

Detractors of the plan worry local landfill membranes and safeguards could ultimately fail or be compromised, leading to a surge of low-level radioactive materials and associated contaminants, into the surrounding area and its water tables. Most of the debris slated for storage comes from the demolished legacy buildings of the Oak Ridge Reservation, originally built as part of the Manhattan Project atomic weapons program during World War II.

“DOE released a Draft Record of Decision Monday, July 12, which goes over some of the aspects of this proposed landfill and environmental issues related to it, as part of the process to get approval from Tennessee Department of Environment and Conservation,” Pounds reported in the Oak Ridger.

“Kim Schofinski, TDEC deputy communications director, stated her agency is currently reviewing the document and its revisions, which could take around 120 days.”
