Feds clear 14-mile mountain bike trail network off Foothills Parkway, but no funding is secured 

GATLINBURG — Those who logged protests against a National Park Service plan to carve a 14-mile mountain bike trail network through the forest off Foothills Parkway said they still opposed the plan despite federal conclusions it would not adversely impact the natural environment of the area. 

“I’m very disappointed,” said Donna Edwards, an outspoken conservationist who lives in Walland and participated in the public scoping process. “What are (the) reasons for choosing the alternative with the largest footprint and greatest environmental impact?

“I fail to understand why mountain bikers’ needs are considered to be more important than those of birders and hikers, considering the extensive mountain bike trail networks in other areas of East Tennessee.”

She said arguments against approving the Wears Valley mountain bike trails were wise and well documented.

A proposed off-road bike trail in the Wears Valley section of the Foothills Parkway that would be operated by the National Park Service has overcome a procedural hurdle but appears to be no closer to actually being built due to a lack of funding. 

An environmental assessment to determine the project’s potential impact on wildlife and the environment led to an official “Finding of No Significant Impact” (FONSI), park officials said in a press release issued Thursday. 

“We understand the public’s desire to have a purpose-built bike trail, and this marks a step for potential future development of a trail in Wears Valley,” said Cassius Cash, superintendent of the Great Smoky Mountains National Park. “Having the signed FONSI allows us the opportunity to explore potential funding paths for both the construction and the annual operational costs.”

The proposed Wears Valley Mountain Bike Trail System would be built in an area that the park service maintains is exceptionally desirable for recreational development.

The initial launch of public comment for the proposed Wears Valley mountain bike complex was covered by Hellbender Press.

“While more than 800 miles of trails exist in the Park, fewer than 8 miles are designated for biking. Public roads within the Park are open to biking, but no purpose-built mountain biking trails currently exist,” the release said.

An environmental assessment is required under the National Environmental Policy Act on most federal lands prior to any potential disruption to public natural resources. 

The Wears Valley assessment took a look at three possible plans for a system of bike trails as well as examining the impact of not developing the land at all.  

Park system officials said they ultimately selected one of the plans after reviewing the assessment and considering public comments. Nothing, however, will be done unless “construction and annual operational monies” are made available.

“Under the selected alternative and pending available funding, the NPS would construct a mountain bike trail system with approximately 4.2 miles of easy trail, 2.9 miles of moderate trail, and 4.7 miles of advanced trail for a total of 11.8 miles of mountain bike trails,” the release said. “The selected alternative would also include approximately 2.3 miles of pedestrian-only trails in the project area for a total of 14.1 miles of trails. An approximately 0.93-mile access road would also need to be constructed to access the mountain bike trail system and trailhead.”

The trailhead would feature amenities like a bike wash and repair station, restrooms and picnic tables. An informational kiosk for orientation, trail etiquette and rules for mountain biking would also be built at the site, according to the release.

The next steps will include a business analysis by the park service to examine possible strategies for how the proposed mountain bike trail system would be operated. For instance, the park service could choose to operate a concession/bike rental building or a fee collection station, depending on the identified operational strategy. 

The Foothills Parkway currently runs from Chilhowee Lake to Wears Valley, and from I-40 in Cocke County to Cosby. A plan is also under way to complete the remaining section that would connect from Wears Valley to Cosby, thus finally completing the parkway that was planned by 1940s-era federal planners.

    GATLINBURG — Great Smoky Mountains National Park officials unveiled two new waysides at Mingus Mill on May 23 as part of the larger African American Experiences in the Smokies project.  

    “The new signs and the African American Experiences in the Smokies project are so important to tell the untold stories of Black people in the region,” said Superintendent Cassius Cash.

    Vocalist, multi-instrumentalist, and poet Eric Mingus performed a new piece of music that speaks to and of Mingus Mill, its location, and the people who lived there, including his ancestors. A Santa Fe-based musician, Eric has recently re-connected with his family’s story that is rooted in the park through the African American Experiences in the Smokies project. Eric is descended from Daniel Mingus, a formerly enslaved carpenter, and Clarinda Mingus, the daughter of Daniel’s enslaver.

    One of the new waysides tells the story of the nearby Enloe Slave Cemetery, where several African Americans are interred. The other wayside tells the story of Eric’s father, legendary jazz bassist Charles Mingus Jr., and his family.  

    The African American Experiences in the Smokies project is supported by the Friends of the Smokies and Great Smoky Mountains Association, which help fund research of the historic presence and influence of African Americans in the southern Appalachian Mountains from the 1540s through today.

    Earth Day activities have cooled in Knoxville over the decades. The planet has not.

    KNOXVILLE — It’s been 52 years since the modern environmental movement was born on what is now known around the world as Earth Day.

    Now reckoned to be the world’s largest secular observance, Earth Day is the climax of Earth Week (April 16 to 22), which brings together an estimated billion people around the globe working to change human behavior and push for pro-environment economic and legislative action. This year’s theme is “Invest in the planet.”

    Events marking Earth Day in Knoxville tend to vary in size and tone from year-to-year, with 2023 providing environmentally minded residents with a number of ways to celebrate Mother Earth. 

    Perhaps the most memorable of those years was the very first one, when one of the most important voices in the burgeoning environmental movement spoke on the University of Tennessee campus.

    Jane Jacobs, who is now recognized as “the godmother of the New Urbanism movement,” gave a lecture to a crowd of nearly 200 people on the topic of “Man and His Environment” at the Alumni Memorial Hall, according to Jack Neely, who heads the Knoxville History Project.

    Smokies African American studies trace a great musician with roots in Oconaluftee 

    GATLINBURG ­— Black history, let alone jazz history, isn’t the first thing that comes to mind when most people think about the Smokies.

    But famed jazz musician Charles Mingus Jr.’s family has roots in what is now Great Smoky Mountains National Park.

    At the recent virtual Discover Life in America Colloquium, previously reported on by Hellbender Press, Appalachian Highlands Science Education Coordinator Antoine Fletcher was the sole presenter on social sciences. He went into the Mingus family history and Black history in the Southern Appalachian region.

    Fletcher said the Mingus story derives from the African American Experiences in the Smokies Project, which he described as “a project that is focusing on the untold stories of African Americans in the park and the Southern Appalachian region.”

    “There’s a huge story to tell,” he said of his research. “There are stories of the human vestiges that we have from 900-plus years.”

    Foundational ecology moves from before times to nowadays in the Smokies

    GATLINBURG — In the Middle Ages, salamanders were thought to come from fire. A log set on the hearth would send them scurrying out of the rotten wood, startling those who had gathered around for warmth. We now know that salamanders, of course, come from water — even the European fire salamander with its flame-like yellow markings.

    Over the last 20 years of getting my boots soggy in Great Smoky Mountains National Park, I know these creatures to thrive in the clean, shallow streams and trickles of this temperate rainforest, where annual precipitation is higher than anywhere in the U.S. save for the Pacific Northwest.

    One way to become acquainted with the park is through the water that veins through the hills and is transmuted into vapor that floats on the air in misty silence. After a rain, you can slake your thirst from the pools formed in the creases of broad rhododendron leaves. Sit by a shallow, fishless stream for long enough and you might spot the quick movement of a salamander tail, maybe a flash of orange or brown, or notice a tiny black amphibian face peeking out from behind a smooth stone in the creek.

    How the 2016 Great Smoky Mountains National Park wildfire affected salamanders and other life, six years on

    GATLINBURG  The disastrous Chimney Tops 2 wildfire of 2016 occurred some six years ago, but researchers are still looking at its ecological effects.

    The Discover Life in America 2023 Colloquium brought together researchers this month from different fields and universities to present findings on research in Great Smoky Mountains National Park. 

    Researchers presented on many topics, ranging from trout to the history of the Mingus family in the park.

    One such presentation, the first of the day, from William Peterman, associate professor in wildlife ecology and management at Ohio State University, focused on the effects wildfires had on salamander populations, which he described as negative.

    Other presenters touched on the wildfire’s effects as well, including its effects on vegetation and its beneficial effects on the diversity of bird species.

    “Smoky Mountains is the self-proclaimed salamander capital of the world,” Peterman said. He focused his study on the plethodontid family of salamanders, which breathe through their skin.

    “Kind of think of them as a walking lung,” he said.

    TVA solicits public input following release of environmental assessment for Bull Run Fossil Plant decommission

    CLAXTON — Tennessee Valley Authority plans to close its Bull Run Fossil Plant (BRF) in Anderson County, but it’s still looking for public input on what comes next.

    “As a large, inflexible coal unit with medium operating costs and a high forced outage rate, BRF does not fit current and likely future portfolio needs,” the federal utility said in a draft Environmental Assessment.

    TVA is looking at three different options for the future of the structures still standing on the site by the Clinch River near Oak Ridge: taking down all structures; taking down some of them; or leaving everything standing. A recent report lays out the environmental consequences of each of these actions. The report, in draft form, is against that third choice, listing it as only an option for the sake of comparison.

    “If the facility is left in the “as-is” condition, it likely would present a higher risk than Alternatives A or B for the potential to contaminate soil and groundwater as systems and structures degrade. As such, this alternative is not a reasonable alternative,” the draft states.

    TVA stated its considering removing “all or most of the buildings and structures” on a 250-acre area. After closing the plant, but before any demolitions, TVA will begin by removing components that may be used at other TVA sites, draining of oil and fluids from equipment, taking ash out of the boilers, removing information technology assets, removing plant records and other tasks.

    The Bull Run Environmental Assessment is 170 pages long and available for public review. It doesn’t directly tackle the coal ash storage conundrum that has grabbed the attention of politicians, nearby residents and environmental activists, because that issue involves separate regulations.

    Each year more than 600,000 people visit Ijams Nature Center

    This is the second installment of an occasional series, Hellbent, profiling citizens who work to preserve and improve the Southern Appalachian environment.

    KNOXVILLE — On any given day, the parking lot at Ijams Nature Center in South Knoxville is packed with cars, trucks, and buses as folks of all ages flock to hike, climb, swim and paddle its 300-plus acres of protected wildlands.

    Making sure the center’s 620,000 or so annual visitors have a positive experience interacting with Mother Nature requires dozens of full-time employees plus a generous contingent of volunteers. Ensuring the complex operation stays on course and within its $1.8 million operating budget is a tough job, but Ijams Executive Director Amber Parker has been doing it for six years now and has no desire to be doing anything else.

    When Amber talks about Ijams she fairly bursts with giddy, infectious energy. This is a woman who has clearly found her place in the world, and even a brief walk along any of the center’s 21 trails makes one wonder if the land itself hasn’t responded in like fashion to her devotion.

  • Updated: Smokies crews recover drowned Knoxville kayaker

    TOWNSEND — Smokies recovery teams on Monday found the body of Carl Keaney, 61, of Knoxville, in the Little River.

    Keaney was last seen kayaking the Sinks during high flow when he vanished under water, prompting calls to Great Smoky Mountains National Park rangers who, along with other local crews, proceeded to search for his body for three days.

    Teams are searching for a missing kayaker in what Great Smoky Mountains National Park officials are now calling a “recovery operation” after a 61-year-old man disappeared underwater while boating above the Sinks on Little River. High water levels from recent heavy rains are making search and recovery difficult.

    “Around 3:40 p.m. on Friday, Dec. 16 Great Smoky Mountains National Park dispatch received a call that a 61-year-old man had disappeared underwater while kayaking above The Sinks and did not resurface,” according to a news release from the park.

    KNOXVILLE — The people in this city sure seem to love their trees.

    There is at least one tree for every two people who live within the city limits, but officials say they want to add even more over the next 20 years. 

    How many should be planted is currently up in the air, as is the right mix of species and where they should go.

    Those are just some of the questions that will be answered in coming months as the Knoxville Urban Forest Master Plan is developed by officials from the city and the non-profit group Trees Knoxville in conjunction with several other agencies and interested citizens.

    Contribute to the master plan to grow tree canopy in Knoxville

    KNOXVILLE — No matter where you are in the city, you’re not far from a patch or two of trees.

    These copses range from small groupings of oaks or dogwoods that are commonly used to mark property boundaries to lush belts of temperate mixed-hardwood forest that sprawl across hundreds of acres. 

    While Knoxville may be blessed with an abundance of these urban forests, many local residents and leaders believe it’s nowhere near enough.
